Hi, I worked in Doha, Qatar from 2005-2006. While I'm on my emergency leave, my previous employer terminated my contract leaving me an unsettled $500.00 (FIVE HUNDRED US DOLLAR ONLY) for my credit card usage.

After 3 years of not settling the said amount, a local credit collector in our place has been tasked by the Bank in Qatar to collect the outstanding balance from me. I don't want to arrange transaction from this local credit collector and I am planning to settle this by next year as I am heading for my annual vacation this December.

Considering of the circumstances above. Is there any GCC Guidelines or Policy for the Bank (in this case Bank in Qatar) to press charge for any default credit card holder (me) whose staying in differenct GCC country (Kuwait)???

If there is an existing GCC law for credit card offender, what charge can I be facing off???

I maybe sound paranoid but yeah really I am. I want to push with my annual leave this December and I am afraid to be caught in Kuwait Immigration for the $500.00 US Dollars unsettled.

There is no such law between GCC countries. I'd avoid traveling through Qatar until you have settled this matter though.

In UAE, banks require you write a security check which can be used against you if you default. If that happens and you skip the country, you'd be arrested next time you enter the UAE but it stops there and won't effect your travels or work elsewhere in the GCC.

Better pay the collector , it is not that big of an amount to put it off then suffer later. Then get a recipt or letter from them or the bank indicating you no longer owe them any money , and keep that with you if you travel to any GCC country, because there is a delay and you name could stay on the defaulters list for an additional year even if you paid. But having the letter from the bank might clear things up. It is also important to contact Qatar police an obtain a clearance certificate just in case.
